Nacita said from one of her uplifting anniversary messages during the conduct of the 121^st Philippine Civil Service Anniversary (PCSA2021) of the General Mariano Alvarez Water District (GMAWD). The said       anniversary commemorates the establishment of the Philippine Civil Service on September 19, 1900, by virtue of Public Act No. 5 (An Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands).
