Year 1998,
A loan was granted by LWUA in the amount of Php 4. 82 M to finance the drilling of one deep well and pipe laying of 1.92 km. pipelines at Brgy. Tirona. Another well was drilled at San Gabriel financed by the Congressional Initiative Fund (CIF) of Cong. Rene P. Dragon. Eventually, ground breaking ceremony was held at the deep well site at Brgy. Tirona attended by the LWUA officials, municipal officials, heads of agencies, NGOs, water district officers, guests and constituents. 2nd District Oratorical and Poster Making Contests were part of the activities for the year participated with by the different schools within GMA. Purchased one unit second hand Isuzu C 240 Castro Hunter HSPUR for the daily transportation operation.

Year 1999,
Start of operation of the Brgy. Tirona Pump Station, servicing Brgy. Tirona, Pulido and Malia. 3rd Oratorical and Poster Making Contests with theme: Water Security, a Global Priority on the 21st Century. The Civil Service Commission granted the GMAWD the authority to take final action on its appointments under the CSC Accreditation Program (CSCAP) pursuant to CSC Resolution No. 99-0984 dated May 10, 1999. Gov. Ayong Maliksi granted Php 241,068 Lingap Fund used for pipe laying project to Pulido extension. Water supply came from Brgy. Tirona deep well. Re-drilling of three deep wells were undertaken to meet the needed depth due to fast depletion of underground water.

Year 2000,
San Gabriel deep well started operating after the redrilling activity. It was financed from the revenue of the GMAWD. An overhead tank was constructed at Brgy. San Gabriel pump station financed by the congressional fund of Cong. Ayong Maliksi. 24 hours water service for Brgy. San Gabriel and the commercial area were achieved. GMAWD put up mini forest park for Brgy. San Gabriel, a 300 sq. meter lot. Tree planting participated by the municipal and barangay officials was held on the occasion of the Inauguration Ceremony of the pump station. The mini forest park is enclosed with concrete and iron grills costing P 151,368.21, a watershed project. Computerization of office billing system was installed.
